Brand Identify Development (Logo, identity, Colors)

I am launching a new company and need to develop my brand identity.

1) Brand design (expression, personality, feeling). I have a Pinterest board that will help in this. This would be a world document or PPT describing the brand personality.
2) Tagline and personas - PDF/PPT
3) Logo design - Illustrator / other file types
4) Colors - primary and secondary, which colors go together, color codes

Would like someone who has designed for millennials and hipsters. Clean, elegant, etc.

Id like to do this as a fixed fee project. More details will be provided with the signing of an NDA.

Need a fast turnaround.
