windows GPO password expiry notification issues

some users are not receiving notifications on their laptops for domain passwords

Some staff receive while some staff are not receiving, all the staff are on the same OUs and the AD is windows 2016 standard server
The issue seems to be with endpoint notification settings but not sure. All end points are windows 10 professionals.
Is there a better way to notify users apart from the GPO notifications ?

What we have is on-prem AD (identity) server and have AD connect that syncs to O365 Azure AD
Because we have password policy on our GPO and the staff who have laptops usually dont login/logoff and then complain they dont receive password change notification
I know O365 has its own password policy under admin centre portal which i just turn off because I thought that will create some kind of clash because the password is syn from on-prem local AD to Azure AD

What would be the best way to test and resolve this issue
