I need a Android Developer to create a custom videoplayer

What we need is a simple Native android application (focus on backend) in which we need a custom videoplayer.
Functionality of the videoplayer consists of:

- slowmotion. User can choose the speed of the video. User needs to able to change speed from 10% (slow) to 100% (normal) speed.
Just to be clear. Not just two steps, 10% and 100% but the entire range from 10% to 100%.

- set the resolution of the video (720p 1080p, 2K, 4K)

- Playback two videos next to each other. They need to play at the same time smoothly.

- Overlay videos. Ability to overlay two videos on each other where you can still see both of them.

- Drawing tools. We need a drawing toolbox. This needs to include:
*straight lines
*arrows
*draw free shaped lines
*measure angles between two lines. When two lines are connected the angle between the lines is automatically shown.
*multiple colors

Of course the available settings need to be compatible with the device
