Shoplift prevention

We are looking for an AI specialist that can help us to build a tool to detect shoplifters. The detection software will primarily use analysis of video and images captured through in-store security cameras. We are looking for somebody who can develop an algorithm which is capable of detecting suspicious behavior. The detection application can combine information from product databases and facial/posture recognition information and/or historical records on shoplifting to increase effectiveness. The video detection software should adapt to different image resolutions to extract behavior: e.g. using gesture and face analysis on detailed images and using movement / occupancy patterns on more blurry images. If you are an AI specialist and if you are interested in this job, please describe how you would handle this question. What procedure would you follow. Which method would you recommend? Would you use deep learning or would you first extract features from the video before classification? What platform would you recommend for the tool to run on. Please be as detailed as possible so we can choose the best provider.
