Software Consultant for 3D Laser scanning solutions

I am looking for consulting on how to create software to read a 3D scan of a vehicle. Simply put, we want to take a scan of a vehicle and measure/count the number of dents on the vehicle. We want to know the best format to work with which would include .stl .ply .xyz .dae .fbx .ma .obj .asc. We want to be able to quickly scan a vehicle without putting on reference dots on the vehicle. We then what the software to quickly identify and imperfections or dents. We would want them measured and located on the 3D model.

This job is looking for the right consultant to create the solution and tell us the approximant cost to complete the project. The consultant doesnt need to have the ability to complete the project, they can point us in the direction to get this done. However, we are more open to hiring someone who can consult us and complete our final desired solution. We are more likely to hire the person who gives us some of the answers while applying for the job. Please tell us If you are someone who can make this solution a reality.
