Talented Web Developer Building Push Notification Platform

We are looking for a talented web dev has vast expertise with push notification services.
We need to create a push notification service platform with own brand that works in all browsers desktop and mobile. The customers will be able to signup with us, place code on their website and customize the push notifications to connect with their push subscribers.
The good example is (removed by Toogit admin) and we will need to have the UI to modify push notification for customers. It should be fast and can support a lot of customer accounts with subscription part integrated payment gateway.
Design support is plus option.
