The server is Windows Server 2008 R2 - We are attempting to make a service call for a locally-hosted ASP.net application hosted within IIS.

As far as we can tell, TLS v1.2 is working correctly when using a web browser to access the service call (see attached Wireshark captured packets), but the IIS call is not correctly using TLS v1.2.
