Required Azure freelancer for azure automation job

Hi,

the process is following:
- client uploads excel file (can be csv as well), excel file can have 1000 of rows. on a file will be information of client's invoices which are late;
- the service iterates through excel, groups or filter invoices according client;
- then for each client send email message with reminder;
- email content needs to have several well formatted html tables;

all this process needs to be done with azure services.
candidates needs to specify which services they will use.
