Required Atlassian Jira freelancer for Jira Configuration Expert job

We are currently in need of someone who can help configure jira to fit into out needs. We want to achieve the following:

1. assign roles to different user e.g engineer, product manager
2. create several teams and their jira boards
3. ensuring that only specific roles can perform certain action as regards moving stories across swimlanes.
3. see teams sprint reports
4. specific stories can only move to specific swimlanes
