Required Bootstrap,Git,HTML,HTML5,JSON freelancer for Bootstrap Vue project job

I'm looking for a person or a team that can take raw requirements and efficiently produce a well-designed, tested Bootstrap 4 Vue web application. The application must not include any business logic and will talk to a REST API that I am developing myself, so you will not be asked to write any business logic or design databases. You will be expected to design a clean, consistent, and modern user interface and to implement the client side logic required to connect it with data provided by the API.

This project is not for the entire application. It will be for just one feature. If that goes well, then there may be an opportunity to continue the work.
