Required Graphic Design,3D Design freelancer for Design a Billboard in Spanish job

We are a real estate company looking to post a large billboard on the highway (8x3m). We are looking for a design to create the design of it. Please see below the requirements:
Must have:
a. Native Spanish speaker
b. Very good understanding of the requirement for billboard design (e.g. ability to see fonts while driving on the highway etc)
c. Available to start ASAP

Its a great advantage (but not must) if you have previous experience in designing highway billboards.
