Required software development freelancer for Developer/engineer to install Email Software to Dedicated Server for Mass Mail Marketing job

I need email software like PHPlist or other, installed to a dedicated server which is the easy part, the hard part for me is getting my mail through the spam filters. I would like to be able to have my own email server for mass email marketing rather than having to pay for it through mailchimp or constant contact and such. I would also like to be able to offer this as a service to my current advertisers.

Ideally I would like to be able to have it so each advertiser has their own account , where they can upload their email lists themselves.

I installed PHPlist myself, no issues, but Im willing to purchase software license of maybe a more robust email software if suggested one.
