Need a Codeigniter PHP programmer work on framework. (user management, and blank user page)

We are building a larger project but i would like to have someone who works with Codeigniter save some time for us and work parallel to make the basic splash screen with sign-in / sign-up - and a user page when successfully signed in. A page for admins (separate pop-up sign-in box on splash) that goes to user admin page (Edit,Suspend,Delete) users. For now that is pretty much it - the pages are blank and have nothing on them - so basically zero interface - we want this to be as blank as possible just input boxes in basic position - so views will be very simple blank white pages to start. PS : we will just use MySQL for back-end DB, and you can work locally on a WAMP etc.

Once this is done we will look at the results and decide if you will be working on the integration of the programs actual functionalities. This project will be running for quite some time this year so its a nice opportunity.
