Shopify - Forward " Shipping Checkout" page to new URL

I need all instances of the Shopify Shipping Checkout page to forward to a new email capture page. We are testing a Shopify product concept and want people to be able to browse the website, add to cart, complete the first page of checkout, but not be able to get to the 2nd checkout page which is shipping. Rather, when they click Continue to shipping button it should send them to a simple page that says the item is out of stock and let them know we will inform them when its in stock.

Preferably it saves the contact info and cart item info and submits it to Shopify as a user account and cart info that we can analyze the data.

To confirm, this customization must:

1) Never let them fully complete checkout and pay
2) Allow them to enter their contact info on the first checkout page
3) Load a simple Out of Stock page when Continue to Shipping is clicked. Never load the shipping page.
4) Store the customer contact info and cart contents info in Shopify or a 3rd party like Typeform (whichever is easiest)
