Need assistance with new Windows Server 2019 Hyper-V Setup

We are having problems with a newly deployed Server 2019 Remote Desktop Server on new HP Hardware.
The server seems to be using an incredible amount of CPU resources and we cant figure out why.
We have a few other vms that are running fine in the setup, but this RD server keeps spiking.
Looking for someone very good with Hyper-V and guest vms.
