Create a device that connects to IoT an platform

I need to create a device that connects to an IoT platform that transmit date. I also need to be able to control devices connected to board. It will transmit data that will alert an operator at the other end and we can act accordingly. More detail will be explained when contacted due to sensitivity. I look forward to hearing from you.
