Install or create new wordpress theme using UX framework, clean up SEO and other onsite issues

I am looking to have my website updated. Its currently not being responsive, looks outdated, has seo issues and a list of other little issues.

Please note: Budget is set to $100 but that only because I had to enter a value. I am waiting for your quotes.

I have my UX designer putting together the framework for the redesign, I need someone to do the following;

1. Install or create a new high end responsive theme and customize it as per UX design.
2. Basic SEO - make sure site map is correct, all pages are indexed and mobile friendly, fix broken links, optimize images, page speed, etc
3. Set up plug ins that will help the site that I may not know about.
This would include setting up social share buttons, image optimization, recent/related posts with in articles, and any other plug ins that would benefit my business.
4. Adding pop ups when leaving page and other CTAs with in site to encourage clients to sign up with email
5. Installing a chat option for both online and offline. When offline it will be leave a message using email and they will get an auto reply from contact form 7
6. Overall just make it a smooth running professional site.

Im hoping someone can just run with the design they are given and everything thing I asked for is just second nature.
