Developer needed for creating a tab scrolling effect

I have a tab as pill menu.

When someone clicks on a tab item, I want the page to scroll up till the bottom of the tab menu so that the user will focus on only the content not the tab

Similar behavior exists in ( Please check the attached image - Column 1 - URL is in the image ). You can implement the same animation.

I want you just give me JQUERY OR JAVASCRIPT SNIPPET + CSS . I will add them to my wordpress website myself.

IMPORTANT : It will only work for responsive view.
