Developer needed for a text animation app

I need a simple computer application that will enable me to create a specific kind of text animation.
I will share two videos link for reference.
It contains the following:
- there is a line of text at the top (the name of a person)
- the letters in that line of text rearrange themselves, tumbling down to form a new line of text that uses the same letters to spell something new.

I created this animation manually in PowerPoint, letter by letter.

I need an application that automates this process.

The application would allow me to:
- type in any line of text for the top line
- type in the new text for the bottom line
- then automate the animation, so that the top line tumbles down into the rearranged text in the bottom line, as in the videos

The application would allow me to do this again and again, with new lines of text for the top and bottom lines.

I imagine the output would be an mp4 file that I can import into PowerPoint or WordPress.

I would like to be able to use this on MacOS and Windows platforms.

If you think you can do this, I will send a more detailed spec sheet.
