Wordpress/PHP developer for SMS/Twilio plugin customization

Looking for a developer to assist in the customizations of plugins for an SMS content delivery system for subscribed members.

Our current setup uses a combination of Twilio, WP SMS Pro and Ultimate Member (liable to change, dependent on subscription services we decide to use).

The end goal is to create a system that:
1. Member signs up for subscription package.
2. Subscribed members receive SMS texts that include content from new posts.
3. If subscription is cancelled or unpaid, member will still exist (as inactive) and no longer receive SMS texts that include content from new posts.

We have most of what we need currently setup, however cannot figure proper combinations of plugins or custom work needed to bring project to fully functional.
